Is this right? And why to skip the third movie? Is it bad or it just isn't important to the story?

People don't like it because SV2 is barely in it but I thought it was it was pretty interesting movie
and besides SV2 are basically background characters in the 2nd movie and everyone loves that one

SV2 isn't that prominent in the first movie until around halfway through either. I personally don't like the Oshii movies much at all, they're visually pretty and some of the themes being explored are intersting enough but I don't give a rat's ass about any of the characters in it but for how loveable they are in the TV canon.
