Better in what sense ? Both organizations were instruments of oppression. The difference between the two if there was one was that in the Titans no one was really redeemable, not so in the A-Laws. By the end of 00 a number of A-Law officers rebel. You don't get that in the Titans (1 is not enough).

Titans, easily. Even though they were the bad guys, by the end when Axis comes and begins their rampage across the Earth sphere, which wouldn't have been possible if the AEUG hadn't divided the Earth into a civil war. Even with the whole Glemy Toto Civil War, I can barely understand how AEUG managed to bounce back to defeat Axis by the end of ZZ. A-laws on the other hand are just the various major international power blocks getting their shit together because they don't like Celestial Being stopping all the little proxy war wars with shiny new tech better than them. Not to mention how they were essentially the useful idiots of the Innovades.

In terms of fighting/army strength, A-LAWS blow the Titans out of the water.

The TEE-TAHNS felt far better written than the A-Laws. Guess you could blame that on the 00 S2 retool.

A-Laws:

>the two leaders we see any of were already Ribbons's puppets, one was killed due to sheer incompetence in battle while the other literally committed seppuku
>all they managed to destroy with their track-bound laser were a city that they were forced to cover up because an entire army literally witnessed it, and part of an orbital elevator that failed because people on the ground shot the debris out of the sky
>got completely wiped out by friendly fire by Ribbons in an attempt to defeat Celestial Being

I think A-Laws had better MS units since the GN drive technology easily outclasses almost anything we ever see in UC.

However, the Titans did have access to interplanetary space travel which means their influence is further reaching.
