From what I remember, it was mostly maligned by male teens and kids who expected a "mech" show. It has always been LOVED by many female fans (not many enough compared to male fans) and adult male fans - at least in Japan, except that the gundam design was criticized hard by the majority. A lot of kids were disappointed and the TV view rating dropped so miserably, gunpla buyers didn't like it and toys and videos hardly sold, and Tomino was bashed hard.
Kids hardly understood the story, it was hard to follow if you skip any, easy to miss out details, and not much mech fights. I'm sure male fans had a hard time relating to the chars as the protagonist was a rather feminine (it was the first gundam ever that the protagonist was played by a female VA) pacifist, the important characters were mostly "strong" women, not even a single moe girl in it. Mech fighting is never the main part of this show; gundam is used as a tool or an icon mostly.

Its problem is that it should have been a six-part OVA at the least. It rushes through things and its story is too much for a single film to handle.

I remember in the 90s getting the 1/100 F91 kit, I thought the design was so good, I was too scared to build the model because I thought I would screw it up, I wanted it to look as good as the gundam models in Hobby Japan magazine.

Well it was the early 90s and Japan was in the beginning of what's commonly known as the "Lost Decade". They probably didn't want to sink more money into something that wasn't profitable during a time of economic uncertainty.
