Luin Lee wants to play hero, showing his Kuntala brethren that they too can rise up above the discrimination and prejudice to accomplish great things. As such, he creates Captain Mask to be a symbol of what they can accomplish.

However, a hero needs a villain. Someone who Mask must stand up against. As such Bellri goes from "stupid rich kid who got captured" to "EVIL PRICK WHO WILL USE HIS FAMILY CONNECTIONS TO BECOME THE DICTATOR!" It's an irony that's lost on the good Capt, he's ignoring what Bellri has accomplished on his own merits to judge him solely on his ancestry. But again, this is a guy who goes to war to play hero.

In short, the reason why Mask wears a Mask is because he views the war in a similar fashion to how one Jiro Yamada viewed the events of Nadesico, a chance to live out his dreams. Both guys even changed their names to do so. However, Yamada was on the protagonists side and died early, without learning the truth of what was going on. Mask opposed the Megafauna and continued his little power fantasy until the very end, ignoring inconvenient truths and reinterpreting events to put himself in a noble light.
