Yes it does. The only thing protecting the King from checkmate at this point is the Black Knight. The Rook can move forward safely because it's protected by the Queen. The Rook's presence protects the Queen from the Black Queen. The only thing the King can do to forestall the checkmate is move one square to the left, after which the rook moves forward two spaces and checkmate anyway.
