It's pretty standard for the leaders of organizations to have their portraits painted for later use. In the contemporary period, this has mostly been replaced by pictures, but not entirely; my old high school has paintings of the principals in the main office. Given that the Zabis are aristocracy, I'd imagine this portrait was made for a similar purpose.
