Reminder that titanium is a worse material for bulletproof armor than steel, titanium is generally stronger and lighter, but too soft, properly made steel will stop the same bullet with a significantly thinner armor plate than titanium would need.

If it's in contact with any organic tissue, you would NEVER use steel because it corrodes and degrades far faster with with age than titanium.
Titanium is also biologically inert, which is why it's the metal all joint implants are currently made from.
Steel can be hardened more than titanium, but that also lends it to being prone to shattering more than titanium.
So if you want something strong but also lightweight, flexible and resistant to corrosion you would make it out of titanium.

Who's says the steel itself has to be exposed to organic tissue? It could have an anti-corrosion coating sprayed on or be encased in another material.
Even if it shatters, that's preferable to getting shot, and I doubt pistol/rifle rounds are gonna make much spalling.

The lightweight advantage might be negated partially by it needing to be thicker than steel plates.
