Was this the first mecha design to feature individually hinged hip/skirt armor plates?
I mean from its inception. Many mecha designs have had their hip armor retroactively made into hinged plates (the RX-78, RGM-79, MS-06, etc), but that was a conceptual revision applied years later.
I'm fairly sure the Scopedog was the first main character mecha design to feature such skirtplates. But was it the first one, period? Or was there some mook robot from Tryder G7 or Gaiking or something?
Anyone got any ideas?

Honestly the GM has only really had its skirt be a two-piece in models IMO, and that's only by necessity for articulation.
Even that is tenuous at best- the HGUC GM has a single-piece skirt that works well for what it is. This whole ordeal may very much be only to do with model kits.

The only other mech series that I can think of that actually had skirt armor built into the design anywhere close to 1983 was the Zeta Gundam (1985).
to my understanding everyone else was either using the old trapezoid crotch like Optimus in pic related or just made Y or T-type pelvises without flap armor.

Yeah, it's an element of mecha design that really only have a limited number of options. There's also the "my pelvis is just a block that goe right up into a very wasp-waisted torso" look.
Goshogun came out two years before and had sideplates if that counts.
