I guess there are a few things I need to say about the last few pages.
First: Aikawa keeps mentioning Japanese Television shows, that never made it abroad and I'm really not sure, if I translated the titles right. I'm actually not sure I correctly translated anything that Aikawa wrote. That guy is a menace with a keyboard.
Second: the format I choose to represent that wall of text that is the production report seemed like a really good idea at the time. Now I wanna hit myself with a banana until I lose consciousness. Oh well.

Never watched the anime but this manga felt like a live action police movie, would be really cool to see this adapted to live action, even more than Ghost in the Shell.
Now about the scanlation job,That I am a newbie too, not even using photoshop but paint ultimatealways use outlined text when the text goes over the image, it was kinda hard to read the first pages because the text was white. Also try to make the text like a pyramid in the mirror. Also using other fonts is cool and using bigger fonts in laughing is important. Pay attention for the baloons, if its a screaming baloon, you can make the text bold.

What fonts do you use? I've been digging through free fonts and there's lots of interesting stuff if you want to make a sign or poster but not so much for pages of dialogue in speech bubbles.

I use anti-aliasing but like I said before, I dont use photoshop. My tool is Ultimate Paint, there are some limitations.

Some of your dialogue is a little stiff, like "fan the anxiety in the populace" when you could've used "make people/masses more nervous/anxious". If your mother tongue is English, re-reading a line and asking yourself "Would a normal person say this?" is a really good way to make your translations sound more natural. I would also use "drop their guard" because it's more common than "showing their tails"

It starts being noticeable from this page, but contractions are usually used in conversation "we will=we'll" and so on. Unless it's a news report or you're trying to make a character sound foreign, contractions are usually used.

Other people in the thread have mentioned it already, but typesetting is more than just placing text in the bubbles. Think about size relative to the other lines on the page (larger/smaller text gives off an impression that the character is yelling/whispering), try to keep the text in a box or oval shape and avoid cutting short words in half (makes it easier to read).
