Delaz honestly had the right idea about how to damage the Federation. Destroying its infrastructure and killing its leaders would have been like cutting all of the heads off a Hydra at once.

Attacking North America to reduce food production though? On paper it makes some sense, but without an orginized army in space to guard the space colonies, what did Gato expect the Federation to do once they lost out on some food? They went in and raided and overtook control of multiple colonies and redirected all food production to Earth, also giving the Titans free reign to serve as the main security group of said effort. Its funny, Gato avoided a worst case scenario for the Operation by destroying the Solar System II...but proceeded to enact an even worse case scenario than the one before for Zeon by attacking something other than Jaburo.
