No idea about the Rebuilds because they look like shit but in the original ALL EVAs need souls to function, even the Mass Produced ones do although its never explained who those souls came from (probably just random SEELE members.)

Pilots are a different story. You can replace them with a dummy plug if you wanted to however, it leaves the EVA in a permanent berserk-like state.

But the whole point of Rei is that she doesn't have a soul, Rei is the vessel that holds Lilith's soul (much like how Kaworu Nagisa is the vessel for Adam).

I belive 00's soul is still a mystery, some argue 00 just doesn't have one, others argue it has Naoko Akagi's soul.
