The Jupiter Empire has conspired not once, not twice, but three times to commit planetary genocide on Earth. First in Crossbone, then again with a colony laser in Steel 7, and finally under the guise of the Zanscare Empire in Victory. The first time because its leader was tricked by the Federation, the second time because his heirs were the edgiest kids on the block, and the last time because Jupiter was turned into a socialist haven after all its original leaders were killed, forcing the more radical elements to escape and reform with Zanscare.

The Vagans suffer from awful development and a lack of reasonable motivation. They suffer apparently from Martian radiation poisoning, but could afford to move the colony to Earth? Then why lead a secret Jihad campaign against the planet?

Regardless, both have some of the weakest villain factions in Gundam.

Actually Jupiter helped fund the original Zeon, and Paptimus being involved in the Titans bullshit was surely no coincidence. Also, I believe they gave Char the gold he used as a bribe in CCA. Basically every major wave of UC bullshit can be traced back to them. I don't think the Dark History meta story can be considered over until Jupiter gets fucked up but good.

Seed Astray is so much better than Crossbone.

They were selling Helium-3 at reduced rates to Zeon to help them get the war started earlier under the hopes that if Zeon won, it would create two separate economies they could abuse for profit gain. After the war persisted however, they began to push for reperations from Zeon, which forced them into a ground war with the Federation to pay the bills owed to the Jovians.

Paptimus is an odd case. Some accounts say he is an agent sent by Crux Dogatie to destabalize the Earth Federation, while other accounts say he was exiled from the planet due to how radically unstable he was and that he ended up planning to take over the Titans with the expressed goal of creating a controlled feminist society, much like the Zanscare Empire.

The gold Char had was some of the left over funds that had come from the mining at Odessa and Africa. He either got it from the remnants fleets or just the Zeon supports from Side 3 who still had some hidden away.

Jupiter was basically a puppeteer faction until U.C 0120 When he leader of the Jupiter Empire, Crux Dogatie, was tricked by the Federation and had a child with a Federal spy. The plan was for him to die of old age, then let the child lower Helium-3 reserves to the Federations desires. This one action started 30 years worth of genocide attempts on Earth.

1. Lowering the Helium-3 reserve prices as a form of reparations to the Federation government, thus damaging the oligarchy that held much of the power in the districts within the Jupiter Empire. As a result, men like Fonse Kagatie has opted to reinvest resources and money into the Side 2 Zanscare revolution.

2. Naively attempting to send resources and funds across all people within the Empire, regardless of class or rank. While admirable, this action does not fit in with the culture of the nation, this leading to some issues among the elites and the lower-class attempting to get used to the system. In an attempt to equalize the population fairly, it ended up splitting many sections of it off.

Again, without reading to deeply into Ghost or any subsequent series, I can't completely confirm everything above is still established. If something has changed, I'd be interested in knowing.

However by enacting much of her edicts against the oligarchs, it basically lead to the industries and other sectors being indirectly hijacked for the purpose of serving the people rather than the state directly. As a result, many of these said oligarch either went into hiding, remained in power but resented Benedette, or ended up like Fonse Kagatie and began planning to capture Earth.
