If you count Violent Emotion and Strongest Complete Form as separate forms, as well as the Jumbo DecaDriver, then at bare minimum Decade has 29 forms. This doesn't include upgraded forms like Kuuga's Rising Forms, lesser forms like Growing Form or Plat Form, or otherwise unused forms like Jack Form. If we add Showa Riders other than Rider #1, since there's no reason why he can't use the others if he can use #1, then that brings the minimum up to 43. If we add in other unused forms like the Rising Forms and such, then that brings the possible total up to 63. Decade Violent Emotional also had AttackRide cards for Riders other than main Riders, mainly Kaixa's Side Basshar and G4's Gigant, and he also had a Skull card with a black background, so there's some possibility he could transform into Sub-Riders. This doesn't take into account post-Decade Riders like W or Ex-Aid, though since he's able to create new cards that have nothing to do with previous Riders, like ShinkenRed's Rekka Daizantou and a Final FormRide for W, this would theoretically allow him to use their forms as well. The CSM DecaDriver does have sounds for Riders from W to Drive, but that's not necessarily definitive evidence.

OOO, in theory, has around 130 different combinations of Medals. However, that's a little shaky because Fourze has even more combinations of Switches.

Asuna/Poppy has actually really surprised me so far. I thought I would hate the character, but I quite like Asuna, and Poppy has grown on me as she's not as annoying as I thought she would be, and her gimmick of always being Poppy but wanting to be called Asuna in the real world is endearing.

Going by what has been said on interviews and shown there is some back and forth and Toei is not completely powerless on this, but Bandai seems to have more decision power. I'm sorta speculating here though.

They do make toys about shit they didnt plan but the writers made, usually they sell those as premium bandai items(like the time Onari got turned into an eyecon they sold that eyecon), but they don't push them as much and the forms they represent, if any, don't usually get full new suits.
And sometimes, Toei does create a new toy so Bandai can put some budget into some of the projects like Drive V-cinemas which have two shift cars, so their existence is sorta "justified" on the Bandai side.

It's a back and forth where Bandai has the money and more power.

Is that really it? It feels so inconclusive, like they suddenly realized they only had fifty episodes for their goddamn j-drama. I was really enjoying it too, and then it was fucking over. I'm honestly a little livid. What the fuck happened? It feels like there's an actual ending just missing from the show.

While I'm at it I may as well list my other complaints. Axel and Blaster barely got used. Most of the lucky clover should have died way earlier. Kaito was an unlikable shithead 90% of the time. Murakami deserved way more fighting time. And what the fuck was Hanagata thinking with any of his plans?

See, I really didn't have any problems with the show up until now. 30-36 were around the point that the misunderstandings actually started to weigh the show down for me, but things were back in gear once everything was (relatively) cleared up among the cast, and people started to legitimately switch sides. Kusaka getting mercilessly neck snapped was fantastic in a horrible sort of way, but there wasn't an actual battle to replace the expected Inui vs Kusaka showdown. It was like everything went from bad to worse for the heroes and it was great. Then it fucking ended. I'm at a complete loss for how sudden that was.

I forgot to mention that Delta's main user turned out to be a complete nobody despite having one of the best looking suits. A reluctant hero for the most powerful belt actually makes a lot of sense, but I'm not sure if I can even say the idea was executed poorly, if at all.

I think Inoue just didn't really know what to do with the Delta Gear. Inoue's bad at handling toy shit in general. Honestly, as a toy show, 555 is one of the worst. Faiz's first power-up was just thrown at him by Kaixa, who doesn't even explain where he got it. His ultimate form comes in the fucking mail. Delta had some purpose as a villain Rider, but once the villain was defeated, it just kinda changed hands a lot and none of it really amounted to anything.

It really is just funny how hilariously bad Inoue is at things like this. He's a writer for Kabuto as well. Kabuto receives a new weapon, uses it once and never again. Literally deus ex machinas the ultimate form, just to show how special and awesome Tendou is.

And then comes Decade, where Decade's ultimate form just happened to be lying around in the world of evil Riders, with zero explanation as to how or why.

Agito's was a little bit shakier, not consistent with the rest of the show, and frankly seemed rushed. Ryuki... that was kinda lazy, but since the movie came out before the finale, I'm sure having two made up for that. Blade... I count Blade with Kuuga as pretty great, while Agito and Ryuki (only because I'm counting the movie with it) as pretty decent.
Faiz... is ok. It's like Ryuki w/o the movie: ok/fine. It had the same rushed feel as the others, but... they didn't get as lucky as Kuuga or Blade. I'd most likely group it with Agito since the quality of the rest of the show somewhat makes up for it (though it kinda sucks that it even needs to be madeup for).

Back in early Heisei, there was always this sort of disconnect between the Riders and the enemies they fought.

The Grongi were very simple villains. They fought and killed because they enjoyed it. They had no deeper meaning or reason for doing what they did, so it was impossible for Godai to really speak with them. Neither side cared about the other's goals or intentions, so the relationship between Kuuga and the Grongi were basically "If I see them, fight them!"

In Agito, Shouichi was probably the least-interested in the Lords' intentions. For most of the early episodes, he mainly fought them out of instinct. He never cares about what the Lords are trying to do, and his only interaction with them is direct combat. Gills and G3 have far more interactions with the Lords in comparison.

Another very blatant example was the Imagin in Den-O. While Ryoutarou did interact with the Imagin, having some as his allies, the fact of the matter is no one really understood WHY things were happening at all. It's never explained why or how the timeline got so fucked up in the first place. The only one who truly knew anything was Kai, and he kept his mouth shut 'till his deathbed. No one else, not even the Imagin, understood what was truly going on. The Imagin themselves only took orders from Kai.
