Anniversary idea: Shocker while observing alternate universes find one where riders are fictional and slowly send their troops in plain sight.
A game company teams up with a group of scientists to design a Rider System anyone can use, but the company still wants to roll in a profit.
Thus all riders and even mooks from the past shows are inserted as characters into a mobile phone game which connects to a satellite launched into space, showing the soldiers hidden within the real world and allowing players to manifest as a rider to battle them--the catch being that players need to gain new rider forms via gacha mechanics and strengthen them through typical mobage mechanics beyond just defeating Shocker's forces.

Then you'll love it so far. All the characters except Emu are dicks, and even then Emu has a bit of an intense darker side to him that's starting to come through as well.

The suits and aesthetics of the show are goofy as fuck but it's probably going to pull a Gaim and get darker here soon.

Kamen Rider based on radio stations.
Evil corporation controls the world through media. Bans all form of self expression so pirate radio stations spring up by the civilians fighting for free speech. The main rider tunes into these stations to gain forms based off them.

Belt is themed after a portable radio with an antennae, and tuning into different stations gives him different forms based on the content that's broadcast on that station. The belt jingle is the radio show's jingle (gonna use a britbong example) e.g "95.8, capital fm" . Mid-season power up could be a digital radio with better data transmission leading to stronger versions of old forms and new stations that weren't on analogue broadcast. The 2ndary rider could use a tablet or touchphone and tune in to live-streams or load up podcasts.

A spider-monster that pretends to be human and fights against other monsters masquerading as human while struggling to not simply succumb to being evil. Normally fights with typical Rider look, but turns into something more like Shin when he is under extreme duress that runs off brutal instinct. The first time this happens is only visible in shadows and terrorizes a member of the supporting cast that initially idolizes him. Final boss turns out to be a feeble old man who created all the monsters as all-consuming bio-weapons decades ago for a shady government organization which was presumably involved with SHOCKER but never outright stated and when approaching his death just decided to unleash them all on the world.

Things sure have changed since Decade. Prior to then, the last time a non-main Rider was allowed to take a leading role in something was G3-X. Project G4 was an Agito movie, but the story clearly really centered around G3-X.

After that, Zeronos and Diend were allowed to have leading roles in movies thanks to the Den-O Trilogy films, though I don't really understand why Diend would have a leading role in a Den-O film. I guess they really wanted to do a trilogy but simply didn't have enough Riders to do it with.

And now look. A Rider as minor as Knuckle was allowed to have a leading role in something. Not even Gatack or Meteor got that.
