That's not what 原作 usually signifies. It refers to original concept. Unless you want to claim Go Nagai and Ken Ishikawa wrote Shin Mazinger Zero or something.

It's hard to say. But I would say this: those credits have been used many times in a way to signify the creator of a concept. Additionally, being a "concept creator" is more ambiguous in terms of involvement than just straight up just saying someone wrote something which could be completely wrong.
