You want to use existing subtitles from a video or subtitle file, or do you mean you want to type text and make it appear? You could use Aegisub to make actual subtitle files.

I prefer Nixx's version of webm for retards. It has a caption option if you want to type your own text. I don't know how the timing works though, but there is an option for timing.

I haven't seen Madox yet, but the combat is looking kind of underwhelming in those webms. It makes me wonder why the units even bother dodging, because they take gunfire in these webms (two mini-tank blasts head on in one even) along with at least a few others and it doesn't seem to make any difference beyond the loss of a wing. They don't even really lose momentum - though there is at least one webm where a hit stops a unit's momentum (>>14878029) - so it is there, just highly inconsistent. There are some cool moments, like the tug of war using a grappling wire in >>14878058 and one unit stopping another by pulling the emergency release in >>14878076 but the sheer amount of hits the units soak with no apparent effect makes the weapons look like peashooters.

I wouldn't really over analyze it, it's only a 35-40 minute OVA. It gets really stupid at the end. The US Army and a Japanese company develop what's called a Slave Trooper, they show it off in a simulation, and it beats the tanks. One of the tank drivers gets mad at the Slave Trooper unit and vows revenge on it. One of the Slave Troopers gets lost in transit and an engineering student who works as a mechanic finds it. He tries to get it operational but then realizes that he doesn't know how to get out of it. It causes some chaos around Tokyo, the army is on the hunt to find him, and the tank driver basically becomes Captain Ahab.

The kid in the Slave Trooper is now trying to meet with his gf because she's leaving for England the next day. The woman who designed the Slave Troopers meets up with him in another Slave Trooper, and beats him. She is about to bring him in with his Slave Trooper when Captain Ahab shows up. He has soldiers destroy the woman's Slave Trooper and he basically tries to destroy the kid's slave trooper.

The kid tries to meet up with his gf but the tank driver wants to defeat him. Eventually, the kid ejects from the Slave Trooper, the tank driver dies, and he meets up with his gf. It's literally that stupid of a plot. It's a crappy /m/ version of Moby Dick.
