The will of Getter can guide those long before emperor comes into existence. Getter energy when tapped into is a consciousness that transcends time and holds the entire knowledge and history of the universe including causality. Look at Stoner Sunshine, there pilots didn't know it was a thing or how to do it but by allowing Getter to follow through you they called upon it.

The will of Getter is an extremely difficult burden on the body and also the mind, when you become one with Getter it tries to consume you. This is why it takes exceptional physical capabilities and willpower, else you end up brain-dead like Kei or absorbed by the Getter like Gai.
