Just a guess, but it looks a lot like a recolor or so of the Neros Gundam from G Gundam.

Like, where'd his waifu who was helping him out go when he showed up for the Hong Kong finals? There was even a dude saying "we should pull out, it isn't fair of us to compete, he's been disqualified" and yet he was killed.

I was always thinking if they did a g gundam sequel, the Neo England character would be trying to reclaim the countries honor, and be loosely based off of Dudley from Street Fighter.

That was one of Neo-Egypt's old fighters, who held a grudge against an ancestor os Sai Saichi's and whose fighting spirit was twisted to turn him into a DG cell zombie.
Chapman was still alive at the end of his introductory episode, unless I'm remembering wrong.

It's kind of ambiguous what actually happened to him, all we know for sure is that he was controlled by DG cells, hard to say if he actually died and got reanimated or if he made a deal with the devil for more power like the other guy, but the former seems likely since his waifu is nowhere to be seen

OP here again, found the official packaging. Seems The Dark Nero Gundam was packaged with Raven Gundam in the MSIA

Not too familiar with MSIAs, but in that case the other Heavenly King MSIAs also probably come with "dark" versions of their original selves. Walter Gundam comes with a dark Nobel for example.
