My guess it's that it was meant to be a Gabalby in that scene, but someone fucked up and used the GM II model.

I remember Transformers Headmasters fucked up A LOT with that kind of shit, and hilariously enough, so did the Marvel Headmasters comic.

Zeta and ZZ had odd stuff going on, but usually they were fairly consistent. For example, there's a Nemo in this shot of a Titans/EFF hangar.. but it is painted in the GM II's color scheme. The shoulder and skirt armor are the giveaway for why it's a Nemo instead of a GM II.

In ZZ, there's some Titans machines that show up in the background, mixed with Neo Zeon forces. It's assumed that Titans remnants joined up with Haman's NZ or they're captured machines.
