Both. The magazine arc was published in only lasted that long because Arc was carrying it. Arc ended at a hallway point since the magazine went under but Ken intended to continue with whatever publication picked it up next. Later that year at a banquet, Ken up and died from sudden heart failure. Getter Robo will now never have it's main storyline finished, and we can only speculate what the second half of Arc would have consisted of.

The original magazine publication and first editions of the tankobon says "Getter Robo Arc Part 1 End". This was later changed to "Getter Robo Arc - End" in the Saga version because Ishikawa had passed away.
