When you go to the upper end of quality curve, the grain and other incompressible "signal" takes most of the data. HEVC can only give small boost there, not the declared 50% that are achievable on clean image in lower-bitrate quality spectrum.

Using HEVC on rips like this is basically a similar to using Hi10P on non-CG animation. It doesn't give the great boosts, just modest ones.

Yeah, some parts of Part III looks like that. I think it is upscale from SD masters. I checked back to see how did those scenes look on the R2J DVD, but I have forgotten what the conclusion was. Pretty sure I decided it would not help taking those parts from the DVD instead of the BD. They didn't look better there I think, despite the slightly fishy look of the upscale.

Anyway, I am quite sure it isn't problem in the film being degraded or anything, just that they only had the source used for the DVDs, for those portions, and not a HD source.
The damage happened in upscaling, purely in digital domain.

Got to see that I was really glad that this only affects Part III.

This was part of Itano's plan to save us from moeshit

But since I already did work on parts 2 and 3 for storyboard and design, he offered me the director job. My condition for this was that I wanted to change everything. Because of this all the characters are different in parts 2 and 3. The character design back then was already a moe style. Character designer Hirano created the characters in part 1. I used Umetsu's designs for part two, because I liked the realistic or comic-like style. Seeing the drastic design change made the sponsors unhappy. At the time there were two anime movies being made. Both movies used realistic designs and both movies did poorly. The sponsors were worried about the design change for Megazone. I fought back against the sponsors and told them that it's about the story and not the character design that sells the work.

If you look at the sales figure, for Japanese sales, part 2 sold the best and was most successful, because of the story.

This is entirely Umetsu's style dude. Check out his Gatchaman OVA and the Casshan OVA. Both 90s and in the same style, despite not being 80s.
I've only seen like 60 anime from the 80s and this part of Megazone is the only one that looks that bad.

I think we're seeing that a lot with hi-def remasters these day's where certain effects were designed to look a certain way on then current formats and then don't work on new ones. Like how lightgun video games don't work on non-tube TV's or the waterfall in the original sonic the hedgehog look wrong on new stuff.

Pretty sure that the density of a bag of sand is about 2x bigger than of bag of boob. And there is more friction between the particles and less elasticity so the whammo on impact is even heavier than what the density suggest.

No. It's a known fact that cel animators would cut corners or put things in that they knew would not show up on vhs/ld broadcasts and now with HD remasters we can see things we weren't supposed to. So obviously animators back then were well aware and compensated for the quality of the format the cels would be transferred to so I think it's very likely they would take color alterations between the formats into consideration.

It's like how GBA developers gave everything neon colors because of the GBA's lack of backlite.
