Isn't the dead rating of operators a bit high? May be I'm wrong but I certainly feel like I've seen more operators die than pilots.

Operators aren't military. They're the guys who sit in control rooms and read gauges and panels and radio you to purge the volatile gas or there will be an explosion. Essentially the engineers off Star Trek but with more swearing.

It only really makes sense in the context of a ship's bridge, where you actually need a bunch of people to monitor the ship's systems, tactical displays, and comms. Ground forces will often have a Tactical Operations Center set up at the battalion level, where a bunch of guys will monitor comms with the battalion's constituent companies. As far as the common depiction in anime goes--where there are cute girls chatting with the protagonist while he engages in the manly art of punching things with giant robot fists--you won't see it.
