This is canon. The games make it very clear that X is the first robot with free will. There is no ambiguity. Rock Mega Man has no soul and is little more than scrap.

The tube was a series of sim tests for the AI, Light knew he wouldn't live long enough to know if his first major attempt (X) was prone to Skynetting or going Bender or anything. He'd apparently worked rather hard to ensure it was all ethics all the time, despite free will for the most part.

Gotta hand it to wily though; not only did he manage to build one of his own as well, he also created that little virus that allows the reploids based on X to choose to shut down those ethical restrictions, with predictable results.

What really fucked with humanity was that until Wily's little surprise hits, they were really getting into the whole "these slaves are so smart and useful now" mindset.

This is why you get shit like bulldozers rampaging about no longer being a helpless slave, and why the higher level reploids to go maverick were usually dangerously intelligent.

I'm not totally familiar with the series so I can't comment on the technically accuracy of the first point too much but my gut feeling is that it simply gave them a stronger sense of moral responsibility. The virus simply gave them the choice to turn that off, to 'dehumanize yourself and face to bloodshed' if you will. I, Robot operated on this premise showing that they could still choose not to do so, or even do so, and still make morally positive decisions.

The second is completely true.

How could you not know this? Light drew up the plans for upgrading Megaman to X, Wily got hold of those plans when Bass raided Light's lab and used those plans to make Zero. Light upgraded Megaman and put him in stasis to thoroughly test his decision-making program before activating him because he was going to be extremely powerful.
