Say what you will on 0079+ aquatic MS, but the thing is that they were built for true usage in water. They aren't so much humanoids as much as just submarines on legs with manipulators- and they worked. Yet, as time has passed, this has been more and more abandoned for more humanoid designs.

At the end of the day the Z'Gok, Acguy, Capule etc. were all designed to be amphibious MS, not just aquatic. While they could be outfitted with torpedoes and tangle with Federation naval equipment, half their purpose was simply the fact that they could launch a surprise attack on land targets, coming from the water. This is especially evident in the Zee Zulu with its detachable flippers and the fact that it carries a beam gun in a waterproof case.
