I guess this is the place to ask a lore related question then.

I've been reading 0083 Rebellion because it was one of my favorite OVAs for designs and now I'm starting to remember quite a bit of the story but it's still hazy.

Was Federation high command indirectly aiding the Delaz fleet in the operation from the very beginning to create the titans?

I recall them saying something along those lines but I don't remember just how far back it went. It does however strike me as really sketchy that they loaded GP02 with a fucking tactical nuke despite its not even being out of the testing phase.

Why were they even developing a nuclear strike gundam anyway?
