No Arc was not ended on a cliff hanger because of Ken dying, Arc ended because the magazine went under and ended publication. Literally the only thing anyone cared about in it was Getter Robo Arc and it wasn't enough to bolster sales in the rag it was printed in, Arc is the reason it lasted as long as it did. Ken was going to work on a pitch for the next sequel series that he would try to sell to a different magazine but then he died, I have no idea if he developed much of the idea or committed anything to paper before his death. I haven't read Home but with how shitty it sounds I doubt it was based on anything Ken left behind.

Arc ended because Super Robot magazine went out of business. The last segment of the manga that shows Kamui's coup and Bug vs Arc were extra pages Ishikawa made after the magazine ended. Those last pages are basically a preview of what Arc Part 2 was going to depict. Here's the non-Saga version of Arc's final tankouban page. It says "Getter Robo Arc Part 1 End" implying that there was going to be a continuation. Ken Ishikawa died of a sudden heart attack before he was able to finish the series.
