It's from the Xenoverse games or something I think, given it has Goku as part of the Time Patrol. Him having the power pole is the best part of that to me, since I doubt he's used it in the anime since the original Dragon Ball.

It's from Dragon Ball Heroes; an arcade game that goes all out with the what-if forms for characters like Kid Buu w/ Babidi absorbed, or Majin Baby Janemba.
That specifically is Goku as a time cop. He joins up after the bad guys brainwash Vegeta. No idea what timeline he's from, since we don't know what forms he has access to beyond the basic Super Saiyan, but it's safe to say he's mostly the same as the main Goku.

Saiyans are said to age slower than humans so it's like that. Come to think of it, I don't recall seeing a white-haired Saiyans outside of Baby-Vegeta.

Nope. We don't know from where any of the "Xeno" characters introduced by Heroes so far come from (aside from Xeno Trunks, which wasn't created by Heroes). None of them have backstory from before joining the Time Patrol.

Xeno Goku's only unique technique so far is a teleport followed by a weird two fingers blast too and his only revealed transformation is SSJ, so they're trying to keep them as generic as they can for now (even though Xeno Goten uses his GT design... Although he only seems to exist as an excuse for Xeno Gotenks anyway).
