This is something that's been on my mind for a while, but I highly, highly doubt that almost any of the older obscure OVAs that American and other Western anime watchers obsess about have the same status, or any status, in Japan.
They're just cheaply made one-offs that are usually very unsuccessful (there's a reason why the OVA boom died before it ever got going), bad, and hard to find.
I think only Americans have this obsession with older, lesser known stuff. It's strange.
