That's not really surprising when the majority of Street Fighter's characters are basically carbon copies of famous characters from anime, manga, and film.
The same applies to most fighting games. Sometimes it's an homage and done on purpose, but usually it's just a case of them throwing shit together so they can push the game out on time.

Pretty funny you're saying this considering anime in general pretty much "borrowed" a lot of its stylistic elements from things such as Fleischer or old Disney. In the case of something like the old Sunrise style, that was basically a hodgepodge of elements straight out of Benedict/Takamoto era Hanna-Barbera catoons with a helping of Milt Kahl/post-WB era Chuck Jones and/or Rankin-Bass on the side (shows a lot in the designs of the more prominent artists of that studio att such as Shioyama, Yasuhiko, and Kogawa).
