Yes. It continues Seabook and Cecily's stories and has some great moments with a pretty neat story. Tobia is also a pretty good protagonist.

If you just want more adventures with Seabook, Cecily, and Zabine. Yeah, you're good to go.

If you're expecting to have the open question at the end of F-91 addressed...you may be disappointed.

The entire Crossbone Vanguard internal conflict is addressed and written off in a single page to recast the Vanguard as a group of scrappy space pirate rebels doing battle with the Jovian Empire (who are...kind of one of the darker shades of black as Gundam antagonist factions go.)

The Crossbone Gundams are technically F97s. The Record Breaker suits were F99s, but were really just meant to prototype and test the rebuilt Minovsky Drives.

It actually baffles me that Anaheim built the V2, given that their previous record with Minovsky Drives was to take the Mother Vanguard's sail and glue it to a generic mobile suit, then shoot it at Earth and cover up its existence. At least SNRI actually recreated the technology on their own.

It's not like it featuring the continuation of that conflict makes it good or necessary. Nor is its continuation canon, and Banrise could make their own version of events in a new OVA anytime they wanted, with no obligation to pay attention to Crossbone's version of events. It's just his idea of what the future of UC is, not THE version. You could make up your version if you want and it'd be just as official in reality.
