Price is inflated by people who think they can buy it at inflated prices and then resell it even higher, so copies just change hands among those people, each time getting higher in price, until it reaches the point where nobody will ever buy it and then it sits forever unsold. Just because there isn't enough legitimate demand for the product to necessitate there being more copies of it doesn't mean that the people who want it can get it.

The second-hand out of print market online is riddled with opportunists like this, so this isn't THAT shocking (Dunbine is a particularly infamous case for this, given how badly ADV handled the back end of that series.)
Some series slip through the net if they were produced in high enough quantities as to not be that hard to find. Others aren't quite so lucky (for another example, the prices on a lot of the BandaiEntertainment Gundam releases jumped in a big way on Amazon when they went under.)
