The psychological effect is for men to be more irresponsible since they have a choice in the matter while women don't.

The culture of shame and so on built up because of generations of that, especially of single mothers. It didn't come out of nowhere or just happen to fall down with men as the irresponsible ones and women as the shamed ones. It came from the consequences of natural processes and responses.

It's possible, if not probable that there is some psychological effect from women being receivers sexually too, while men are givers. And from women having something they can lose (their hymen), and the losing of which causes pain. I'm talking less about individual effects by the way, in case it wasn't clear, and more about mass effects over generations and even millenia.

You can see that women can be nearly as promiscuous and irresponsible as men when they think they can get away with it by looking to the 60s though, since that was when the pill was introduced and women first felt free enough to do so. At least until AIDs came along and reality smashed back in for them.

Meer seemed like an idea they had but didn't know what to do with in the end. She was lost in the shuffle and brought back into the show just to die. She could have been really good. Even after it was found out she was fake all they had to do was say that it didn't matter which Lacus was real. Meer stepped up when Lacus up and abandoned Zaft and the Plants. The real Lacus was more interested in helping Orb than Zaft. Meer went around the world touring for Zaft soldiers to keep their spirits up. It could have provided a whole new dynamic to the show. It actually plays into the Destiny vs Freedom theme too.

I am not so sure about that, Destiny was a troubled production from the start. There was an angle of tragedy that they were working toward via hints, but the way that she keeps disappearing from even her own sub-plot it is clear that Fukuda and the writers couldn't execute it.

It was pretty clear to why Durandal need to double Lacus with Meer in the first place. The need was more political than it looks. The Cline family, with Segal and Lacus in particular, have quite the influence on the PLANT populous. For Durandal to try anything at the start of the series, he needed their support the most which is hard to do with Segal being dead and Lacus gone into hiding. With "Lacus" on board, there would be little questioning his authority and it would leave him free to established what he needs without any resistance. All Meer has to do is play the part of Lacus, toss a few word of support, sing for the masses and generally be dumb to the plan. By the time that Lacus notices the play, Durandal had acquired so much trust from the public(both on PLANT and on earth) that she couldn't really derail it by denouncing Meer as the fake.
In fact by that point, Meer is something of a liability but Durandal wasn't about to kill her off. He turns out to be better than that, all he does is run her into hiding. Kira and company, and Meer's handlers? Not so much.
