So I haven't watched Eva but find the designs appealing and am interested in getting a figure (only the smaller sizes since I'm not much of a collecter/builder). I prefer the TV version more, but do I have much of a choice? Should I just settle for rebuild figures?

Not really if you're only looking for smaller figures. The Chogokin SPEC figures based on the TV designs are without a shadow of a doubt the best Eva figures out there, but they're not exactly small and cost quite a bit. They're worth the price, though.
