Is there an actual difference in the way these terms are used in sci-fi writing or can they be used interchangeably for the audience?
Power Suit implies a full-body covering, from foot to toe, with no fleshy bits exposed.
Power Armor can be the same thing, but it can also be a simple exo-skeleton that doesn't cover everything and leaves some fleshy parts exposed.
But they're basically interchangeable as far as most people are concerned.

A power suit, or "jacket" is more more flexiable and is made for augment strength for moving things. It's usually will not provide full body coverage, only to the support limbs. It's not made for protect, but maximizing strength for utility puposes
power armor is a full enclosing tactical suit of armor that's designed for combat in mind and protecting the wearer from incoming ballistic fire and hand to hand combat.
