The navel review getting nuked was a shock to the Federation. Most higher officials indeed thought they would go after Jaburo and even when Gato made his move, they thought that the defensive lines would hold him off.

Some of the generals were clearly aware of the theft because they were scared they would attack Jaburo with it in the first few eps, and while Unit 2 might have been a hoax, they knew about the nuke being stolen, and they knew it's killing potential cause it was theirs.

In the vacuum of space nuclear bombs release most of their power as X-rays instead of creating a blast wave like an atmospheric detonation. Because all the energy is being released as X-rays, the area of effect of the detonation is much smaller compared to an atmospheric strike. You have to be hit almost exactly on target to do real damage. Unless you go full casaba howitzer or have a bomb pumped laser.
