Has there ever been a mecha series where the giant robots of the setting were created specifically for underwater combat instead of space?

Like it can have some that are amphibious too but the main conflict takes place in and under the ocean and giant robots were created to operate and fight there and that is why they exist in the setting.

Strictly speaking it's not a dedicated underwater MS, but it's Mirage Colloid system is designed to let it move freely in water, and its jet pack also gives it flight ability without transforming or a lifter.

The Mirage Colloid also deflects beam attacks and curves its own beam, while its transphase armor defends against physical attacks. It also has railguns.

Pretty hardcore machine.

For some reason in Gihren's Greed the Prototype Gundam has superior underwater terrain ability, making it basically your best choice of mobile suit for OYW ocean battles compared to researching the terrible Aqua-GM

Yes. It is entirely blue because the mirage colloid was evenly spread over its surface to resist high water pressure, and blue is medium levels of protection.

Just because the machine is blue doesn't mean it has to do with the protection. Forbidden Blue is always blue regardless of whether it's in the water (with active protection) or out of the water. Forbidden turned on and off the system as needed and it didn't change color. Deep Forbidden is half blue and half white.

Variable PS just means you can adjust the protection on the fly. But here I am talking about factory settings. In the case of gat-x255>>14624696 it has the famous flaw that it relied on phase shift to resist water pressure, and if it runs out of power under water it gets crushed like a pancake. Its future variations fixed that.

But regardless, it is known that high energy phase shift is red, hence ALL the melee mobile-suits in CE are red. And al the artillery units have green phase shift because it is low energy and save power for the cannons. Blue is the middle ground and what >>14624696 uses.
Variable PS allow you to change colour depending on your needs, but the colours themselves are unchanged in meaning for the very start of SEED ep 1.

You've gotten some details wrong. The Forbidden series don't rely on PS armor to protect against water pressure, just the Geschmeidig Panzer system (and later they had reinforced titanium hull structure). For one, TPS armor only activates just before impact, which makes kinda pointless for underwater protection. Second, Deep Forbidden doesn't even have PS armor and it isn't considered flawed like the Forbidden Blue.

Nah, it's not that simple.

Strike Rouge has a battery-saving "power extender" feature and that caused the PS armor to turn red compared to the Strike's normal blue color. Destiny Impulse R has twin beam cannons and no anti-ship blades, but is pinkish-purple. Buster doesn't have that much green, and Calamity is blue.

The only melee-focused suits would be Athrun's machines, and it's more like that they're red-pink simply because they're his colors, like how Kira changed the Strike Rouge's PS armor back to blue for no other reason than he wanted it. Other suits that had exceptional melee capabilities like the Gaia and Raider are mostly black. The main proof of the theory that red is strongest would be the Impulse, Sword Calamity, and the Testament Gundams. Astray Out Frame should have had VPS, but they never bothered to change it from the standard red, white, blue, and yellow.

Librarian works mostly doesn't give a shit about PS armor strength and colors. Most of the suits are colored according to the preference of the pilot rather than apparent strength.

Calamity is blue because it is an underwater unit. Not a melee unit. For reasons I already explained.
