For real, though, Starscream did win that brawl in the movie, and everybody does seem to follow his orders when Megatron isn't around, at least to the same extent that the follow Megatron's to begin with. I don't think Starscream's status as the Decepticon second-in-command is just in his head.

Because most mobile suits run out of ammo maybe 2-3 times per series. Heavyarms runs out of bullets practically every single time that it's on screen, and it's even more noticeable than usual since "has lots of guns" is its whole gimmick.
