Supposedly, the last two at the bottom. Officially, it's because Toei conveniently forgot about MH when Kamen Rider Agito's success went to their heads (since Ryuki apparently was going to be a new MH series).

The idea that the last two killed Metal Heroes comes from people who can't possibly understand something lighthearted might do well. Kabutack and Robotack both performed better in ratings and sales then B-Fighter Kabuto.
Supposedly what happened is that they decided to "pause" it to do some work on old Ishinomori shows. This is why you have the Robocon or whatever remake the next year and Kuuga. Kuuga turned out to be a huge success, so they made Agito. According to August Ragone, Ryuki was in the early stages a Metal Heroes show. Bandai just realized they had something big on their hands with Rider so decided to keep it going.
And it makes sense. Armored heroes that travel to another dimension to fight monsters and whatnot. The head writer had also never written anything for Kamen Rider before but was well versed in Metal Hero stuff.
