He was just an extremely competent commander and micromanager. No commander gives buffs to his troops. Although when Gihren was assassinated, you had at least one fleet leave the battle rather than serve under Kycillia. So it caused not only chaos in the chain of command but caused a further reduction in forces Zeon could field.

Orgin really made it all Kycillia's fault because Zeon would have been able to tank the Feddie forces and win the war. but Girhen's assassination started an all out civil war between the Girhen and Kycillia hardliners and those who joined to support Artesia. Plus Kycillia kidnaps all of the remaining commanders under threat of execution and they all die with her as Char's dickery manages to sink who knows how much of the remaining Zeon forces.
