The Bio-Sensor is from Aura Battler Dunbine, It was never mentioned in Zeta because it wasn't THERE. The first mention of the Bio-Sensor in Gundam is in the gunpla manual for the Zeta, which came out after the show was complete.
In the series itself, Emma is being figurative when she says that about the Zeta being able to give form to the wishes of blah blah and Kamille takes control of the Zeta with his own mind.

The Zeta's Bio-Sensor is a retcon.

Correction - Gundam's CHARACTERS hype them up.
Their actions...not so much.
For all the promise of Newtypes featured in MSG, Z and ZZ both ultimately focus on how the potential of Newtypes has been perverted by mankind. Rather than helping bring new levels of understanding, mankind treats them as higher-functioning killers and weaponizes them.

To add to the irony, many of the antagonists who harp on the Newtype as the future of all mankind are usually the ones most willing to reduce them to mere weapons and dogs of war.

Newtypes were viewed as a promise for the future up until the end of MSG. After that, while there's still a sliver of hope in them, theirs is ultimately a life of tragedy.

With a future like that, it's no wonder Newtypes faded into the pages of history. Who would come forward for that?
