Let's examine the sentence you quoted. Arai says:

Note that he doesn't say "Something from earlier in the series", but something that has a connection with A past series. Now, it might not be 100% due to the nature of translation, but I'm willing to bet they're referencing the Next manga.

Note the similarities between Next Agumon's Mu mark and the mark on Meikuumon's paws. It's a common detail on many designs, but I think it's an intentional hint towards Meikuumon's true origins.

In the Next manga, the Mu mark denotes a Digimon that was created by a human through use of a V-Pet. In fact, the relationship between humans and Digimon and human's rampant tampering with them was a major focus of that story.

Now, most people would see that and jump straight to the X-Antibody, especially with Alphamon's involvement in the first movie. But it's not just an X, it's two stylized double helices intertwined. When's the last time human DNA was relevant? In 02, when Oikawa somehow fused his DNA with data to create Archnemon and Mummymon.

With that in mind, it's quite possible Meikuumon was an experiment using Meiko's DNA (hence the similar names) that was smuggled/given to her by her father. It can't be certain whether the DNA was what did it, or the corruption was due to something else, but it's spread to the point the powers that be are sending Alphamon to check in on things. That also explains why Gennai hasn't contacted the Chosen Children. He's busy trying to hold the fort and figure out what the hell's going on.

Of course, this doesn't account for the obvious parallels between Meikuumon and Tailmon, but I'm sure that will be elaborated on later.

TLDR; government fucked everything up using Oikawa's research. Homeostasis is pissed. Coexistance between humans and Digimon is the only answer, making 02's ending more palatable.

She was played for laughs, but she was a legit menace when she showed up, just like Blastmon. There was no reason to reduce them to jobbers, especially given the potential that the darkness loader unlocked for making previously weak digimon strong again. They could have had a whole vengeance vendetta against Taiki for killing Tac-chan, with a slide evolution for Lilithmon into some sort of grieving samurai widow outfit, and Blastmon could have gotten a robot body.

Had to go back and read chapters seventeen and eighteen when I saw that image. The final battle with Tac-chan in the manga may be the best fight in the franchise. Certainly he acquitted himself better than any ‘Digimon’ villain ever has.

I wish someone scanned the Appmon stuff from this magazine. All the people I read on JP Twitter say they're looking forward to Appmon after reading the interviews. What I gather from some comments is that there is a focus on the sci-fi/AI elements of the story.
