The first time was to demonstrate the alien nature of Newtype connections. Kamille completely out of the blue thought he fell madly in love with an insane psychopath on the enemy's side, and she died taking a bullet for him, just as Lalah did to save Char.

The second time around with Rosamia, Kamille had begun to wise up to the true nature of Newtype connections and began to distrust them, but still pitied Rosamia and tried to save her instead. He knew she was trouble, but also knew she wasn't entirely in control of her own actions and he didn't want to hurt her. Her dying regardless just reiterates Amuro's sentiment when Four died: History keeps repeating, and people continue to make the same mistakes, resulting in the Newtype Tragedy again, and again, and again, and again.


The Cyber Newtypes of Zeta are absolutely insufferable when you first watch through them, but they make more sense when you look back on the series as a whole. Four and Rosamia aren't there to be their own characters, but mainly to serve as foils to Kamille.
