Well there are several reasons for that. First of all, it's a prototype in one of the more faithful meanings of the word in the Gundam universe, so it's not completely finished and is being used as a testbed for various activities. The lack of 'proper' legs is because it's a space-use suit, and they curl up in its transformation to a small Core Fighter-type ship, which is also why it's so small in general, because it's supposed to link up and hook into larger experimental mobile armors and such.

Overall it has a very elegant look that doesn't match with most of the established Gundam aesthetics, which can be rather pleasing to most people, myself included. As for the shape of the head, it's a robot and the things that are holding onto it doesn't actually register pain or discomfort at its larger size.

Putting aside how retarded that question is for a moment, let's look at the actual legs. The shins are a solid chunk of fuck-you. They don't need internal space dedicated to hydraulics or wiring or the greater skeletal system to support feet and foot thrusters. Those things are far more durable and supportive than a normal Gundam's legs would ever be. You're comparing the Gundam's cardboard tube covered in a few inches of bubblewrap with the Woundwort's STEEL FUCKING PIPE and saying it must be weaker because it doesn't look as big.
