It depends if the writing is good enough to make you actually feel emotionally involved with what's going on. Very few anime give me that, but Saikano is an emotional roller coaster that tears out your heart. Give it a shot, and then come back.
I don't remember if I actually cried, but Episode 1o of RahXephon did leave and impression, that become freasher each time I'm reminded of it.
Its been years since I've actually seen then show, but I can still recall all the set-up and the cute little husband/wife-like dynamics they had before the infamous scene. I really didn't see it coming at that age, and the gruesome nature of the scene was only a spice compared to Ayato's resolve that he was doing the right thing. It really was a nasty scene, and hearing that SRW MX made the player carry out the scene themselves actually served to salt the wounds, so to say.

I forget. My memory is actually terrible and I've probably cried a handful of times over the years but I can't remember to what, or when. Manga tends to get me more emotional in general but I've only cried a couple times over that, too. And all of that is really counting tears. If you mean full-on crying I think it only happened when I was reading Rainbow, when they finished the arc with that dude who was one of their fathers' war buddies. Otherwise I don't think I have.

i actually like drama when it's well done. none of the character in this were developed properly for me to give a shit about. they were all just hastily introduced just to be killed in a weak attempt to make the audience feel something. i actually thought maybe it's because the anime was rushed or something so i went and checked out the original material. nope, it's the exact same lazily written emo wankery shit. then i went on to look at other works by the author. as it turned out, this kind of lazy emo shit is all he does.
the man is a hack through and through. if you want depressing show to watch, there are plenty of other shows that were done 100x better.

There is build up. That's why that scene is so emotionally compelling. You become invested in the characters and get to know them, and why they do what they do. Heck, the entire drama and story surrounds the characters as they are the focus of the story. They're developed, but you have to pay attention. If you didn't like it, that's probably because you never even understood it in the first place.
