It wasn't to make them as bad as Zeon, it was to make them worse. You make something bad look good not by improving it, but by making everything else look worse so it looks better in comparison. And since you couldn't really make the Federation worse on a social level since they'd already done about as bad a thing as you can with the colony drops and the 3 Second Warning you instead shift it to a personal level, where rape is about the most reprehensible crime, especially child rape. That and/or it's shocking and gives the author/novel publicity and credibility as a serious book by including it.

Then why did they chicken out? If you're going for shock value go full hog, describe it in as much detail as possible to make tha audience uncomfortable. Otherwise it feels like you don't actually want to shock your readers with what's happening. I can think of examples where the entire reason why a scene is so upsetting is because what happens in it, or at least its aftermath, is detailed so thoroughly that even without pictures you know what it looks like and you feel utter disgust in the pit of your stomach.
