NGE obviously has some really strong character work. Better than most. It says a lot about the show how much discussion we can get out of the characters, their issues, and their (failed) growth even now. There is just a lot to unpack there.

As for non-Eva examples, I was impressed by Holland's character arc in Eureka Seven. He just just has a really interesting arc that I haven't seen done like that elsewhere, where you have this guy who has thrown away everything in order to go on the world saving mission... and due to fate can't actually make it happen. He took Eureka and the Gekko and went off to prevent the Limit of Questions and war with the Scub. He has all the responsibilities of being the chosen one, all of the stress, and none of the power. Because, for reasons he cannot understand, Eureka didn't choose him no matter how much he tried to get her to open up to him.
She chose goddamn Renton. Which to Holland feels cheap as fuck, because it seems like Renton gets a free pass because he is a Thurston. Like Holland never had a chance because he was born into the wrong family, compounded with his already existing connection and issues with the Thurston kids.
And in the end he has to get over his jealousy of Renton for stealing what he feels was his promised destiny, accepts that Renton was the one chosen by Eureka, and moves on with his life to become something like a functional adult.
