Even if they could, Luna is a terrible choice since she's a terrible pilot and falls in love with someone she thinks killed her sister. She doesn't even have anything resembling interesting growth potential. At least Shinn could have become a better character with decent writing as is - you'd have to rework Luna from scratch to make her interesting.

He wasn't getting any attention in the beginning either. It was all focused on the old cast. Any focus Shinn gets feels like a token effort, like they had to do something with him.

My guess is that Bandai wanted a new protagonist in order to make the show more accessible, but Fukuda and Morosawa instead wanted to use the popular characters people already loved. Or maybe it was just easier to write established characters when things were behind schedule. Hence the story focuses more on them rather than the guy they're supposed to be promoting. Dropping ratings, Newtype polls and poor gunpla sales gave them the excuse to throw all pretense out the window, but would have damaged their reputation badly.

After all, there was complaints about SEED in Japan by Gunota after it ended. The show was criticized for being too childish, and Kira wasn't UC-enough. They then announce Destiny, promising it will be a more serious and somber series almost as if they're trying to please the Gunota. We get Shinn, who would be a better fit in the UC-timeline than SEED.

You guys ever listen to Fukuda speak about Gundam? He didn't want SEED to be a serious war story, he wanted it to be an exciting robot story and cites old school super robos as his goals. That the reason why Gundam died down during the 90s was because of how serious it was, rather than entertaining. He only saw the show as an anime.

So Destiny was supposed to make SEED more like UC gundam. I almost wonder if Fukuda was intentionally trying to sabotage the show in order to say his way was superior.

Now, what would have really been interesting is if Lacus bit it as well. With Lacus gone, Meer would end up taking her place and finally transforming into the Lacus she wanted to be.
