No, Shirow just loves to recycle character designs and story premises (like WW3). Sometimes he does drop a cameo or two but it never makes sense.

Like, in Dominion, the earth's atmosphere is saturated with deadly bacteria; while in GitS, WW3 just happened and the atmosphere is still fine. And yet the Puma twins are in both, and the technologies shown in GitS are only just starting to be implemented in Dominion. So they can't be taking place at the same time but it's impossible to know which one took place before the other.

You know, upon rereading a lot of Shirow's stuff recently, a lot of his work feels more like a series of vignettes rather than long arching storylines. He's certainly capable of doing larger story pieces very well (No More Noise, Orion, etc) but a good chunk of his work seems a bit schizophrenic; talking about pre-Kobe Shirow, of course.

Of course it's kind of bullshit in the OVA, since the M-66 are impervious to light weaponry (in the manga they can be taken down by a few well-placed shots). The only soldiers who have the firepower required to damage one are pilots, and from the inside of a tank or from a helicopter it's pretty hard to tell if the thing that's mowing down your buddies is a cute girl or not. And since the M-66 are anti-personnel, they won't necessarily be able to take it down.

If there is ever a remake of the black magic m66, I think the best way to go with the plot will be an anthology series. Each episode will be about different characters and different story that set in the same universe (the one we see in the ova) but in different region or time, but all have something involve with the M66., weather she is the main point of that episode or not.
Some episodes will be about and focused on the m66 girl on their assistant mission,
other will focus on the target and his/her background stories, and the other episode will be about nither the target or the m66, just normal people who is in the same universe,who some how got involved with the m66,
the military,or the target.
Recurring characters like the major or Sybel will will appear sometimes,
either play a big role or just cameo.
It will make a great sci-fi action thriller.
