Shinji opening up to Asuka means opening up to someone who has their own strong wants and desires and fears, someone who could end up hurting him. Who often does hurt him. Not someone who is quiet and safe, like Rei.

Asuka opening up to Shinji requires her to admit to herself that she isn't an adult yet (giving up on her childish 'dream' of being with Kaji as a form of validation of her self-announced adult status) as well as admitting to herself that she needs other people. That's a single step taken for both of them towards honesty with each other.
But then Shinji retreats back into his weak shell, and Asuka brings her aggressive wall back up. Because change is difficult, and doesn't happen all at once. But the fact that they had that moment at all is a sign that these are two people that are capable of emotional growth after all.
