No idea, but in Gundam-san they say "Why do you keep doing that pose", so it was probably done for dramatic flair but in modern times looks silly.

It probably wasn't intentional.
The intent of the scene isn't to show Bright as manly and decisive, willing to guide his crew with a strong hand if need to be.
The slap was a result of frustration. Bright was in a tough situation, they all were, and he didn't know what to do. All he could do at the moment was try violence.
And it didn't work. Amuro got worse, not better. That was the final straw that made him run away. "Lol Bright slap so ebin, turns boys into real men XD" is a meme. A meme that the fandom willingly embraced, but a false one.

The point of the Bright slap was to show Amuro that if he's going to act like a bitch, he's going to be treated like one. Before the White Base, he had no responsibilities and lived completely without consequence. The scene showed how immature Amuro still was. Getting smacked around by Bright was one of the many things in which Amuro had to experience in his journey to become a man and integral to the development as a character. To say that Bright slapping Amuro did nothing couldn't be further from the truth.
